I do not know if this will work for you but it works for me and I will edit this if I run into any more problems. Select the disable all option and hit ok.Go to service tab and check "Hide all Microsoft Services".ğirst I had to go into my router and disable UPnP and enable DMZ.IP Helper and Xbox Live Networking Service in services are automatic and running.In device manager/add legacy hardware there was no microsoft teredo device but I did add one labeled "TAP Adapter V9 for Private Tunnel".My NAT type was open and server connected in xbox networking (had to hit fix and check again sometimes).A little background that may be helpful for anyone doing research. Hope this helps anyone going through the awful problem I was.So whoever is reading this topic I have finally solved the issue for my end and it came by contacting xbox support and telling them it was happening in multiple games. Plus xbox support has 24/7 chat which is easiest. If it does not work I would recommend contacting xbox support but do not say it only happens in Forza Horizon 4 because then they will send you to Forza to support a ticket and get nothing solved.
So whoever is reading this topic I have finally solved the issue for my end and it came by contacting xbox support and telling them it was happening in multiple games.
